Benchmarking for improvement

We are involved in a wide range of formal and informal benchmarking which includes participation in the national Local Government Benchmarking Framework. Benchmarking also forms a key stage of any review.

Benchmarking is a key feature of our corporate improvement framework. Our performance management system is designed to ensure that we use benchmarking to enhance the relationship between our indicators, data analysis and assessment to lever subsequent change and improvement. As part of our commitment to continuous improvement, we are involved in a wide range of formal and informal benchmarking with other Councils.

Local Government Benchmarking Framework

The Local Government Benchmarking Framework (LGBF) was developed by the Improvement Service, on behalf of SOLACE (Society of Local Authority Chief Executives), in 2012. The purpose of the Local Government Benchmarking Framework is to: help councils and their services better understand why they achieve their current performance levels; build our understanding of where Council performance varies; and help identify and share good practice across councils. 

All Scottish local authorities have worked together to report on services which can be compared both across councils and year-on-year. This information takes the form of specific 'indicators' that measure aspects of performance. Indicators are then further organised into 'family groupings' of similar population and area type as well.

The Improvement Service maintain and publish an online interactive data dashboard, which can be accessed by Local Government professionals and the wider public.

The dashboard is supplemented by a National Benchmarking Overview Report which provides a high-level analysis of the performance of councils both during the previous year and over the longer-term and sets out some of the current context which may impact performance.  This is supported by briefings and case studies also.

As well as reporting on the LGBF, we include benchmarking data, where available, as part of the Annual Performance Report. Benchmarking also forms a key stage of any review and self-evaluation.

We are a member of various benchmarking groups including the LGBF Benchmarking Groups and other networks such as the SCOTS Performance Management Working Group, Libraries ABC Benchmarking Group, Scottish Housing Best Value Network, the HMI and the SCOTXED Programme, SOCITM Benchmarking Club and Scottish Members Services Development Network.
