Proposals and statutory consultation - Arrangements for transfer to Secondary School for Abernyte, Inchture and Longforgan

Agreed by the Lifelong Learning Committee on 25 May 2016.

As a consequence of a decision taken by Dundee City Council to close Menzieshill High School, this places a legal requirement on Perth & Kinross Council to consult on the resulting changes to the existing arrangements for the transfer of pupils from a primary school to a secondary school, or otherwise alter the catchment area for secondary school provision affecting Perth and Kinross pupils.

As a result, Report No 13/67 (PDF, 247 KB) presented a Proposal Paper to a Lifelong Learning Executive Sub-Committee on 7 October 2015.  This Committee approved to commence formal consultation on the proposals with regard to the following:

  • to vary the arrangements for the transfer of pupils from a primary school to a secondary school or otherwise alter the catchment area for secondary school provision to agree Perth High School to be the only designated secondary school for pupils from Abernyte, Inchture and Longforgan Primary Schools from August 2016, and
  • Perth and Kinross pupils already attending Menzieshill High School as entitled pupils at the time of closure will be supported to travel to and from Harris Academy in Dundee to complete their education with effect from August 2016.

This Consultation was undertaken in line with the requirements of the Schools (Consultation) (Scotland) Act 2010.

The consultation period ran from Monday 26 October 2015 until Tuesday 8 December 2015.

A public notice (PDF, 34 KB) was placed in the local press.

Public Meetings

Two public meetings were held to discuss the proposals and the proposal paper (PDF, 119 KB).  The meetings were an opportunity for interested parties to:

  • Hear more about the proposals;
  • Ask questions about the proposals; and
  • Have their views recorded so that they could be taken into account as part of the consultation process.

Anyone wishing to attend was invited to do so.

Publication of Consultation Report

The next stage of the consultation process was the publication of the report on the outcome and findings of the Statutory Consultation.
The consultation report (PDF, 405 KB) was published from Thursday 4 February 2016 until Thursday 25 February 2016. This allowed for a full three week review of the document prior to a final Lifelong Learning Committee decision to approve the proposals on Wednesday 9 March.

The Report 16/112 (PDF, 469 KB) refers and complies with Section 9 (3) and Section 11 of the Schools (Consultation) (Scotland) Act 2010, as amended.
