The Transport Planning Team is responsible for the long term planning of the transport network in Perth and Kinross.
Transport policy is governed by the National Transport Strategy 2 | Transport Scotland (NTS2), produced by the Scottish Government, which sets out its vision for transport across the country.
Regional policy is set by Tactran, our Regional Transport Partnership (RTP) that also covers the Angus, Dundee City, and Stirling Council areas. The most recent version of the Regional Transport Plan (opens new window) was approved in April 2024.
Perth & Kinross Council's Mobility Strategy, commonly known as a Local Transport Strategy, sets out Perth & Kinross Council's vision for managing and developing the area's transport network, aligning with national and regional policy. The Mobility Strategy's objectives were developed based on the Let's Talk Transport (Main Issues) Report. The Mobility Strategy considers all modes of transport, for the movement of people and goods, across our rural and urban settings. It also responds to the climate emergency, enabling the changes needed to how people travel. The associated Action Plan details what we and our partners will do to deliver the strategy to help achieve local objectives and national targets.
The Mobility Strategy and Action Plan was approved by the Climate Change and Sustainability Committee on 23 October 2024.
An 18 month progress report was presented to Climate Change and Sustainability Committee on 27 May 2026. At this Committee, a Monitoring & Evaluation Plan and a revised Action Plan was approved. It was agreed that progress updates will be brought back to Committee every 2 years, with the next update in 2028.
