Anyone wishing to construct a new road, or widen an existing road, must first obtain Road Construction Consent (RCC), regardless of whether or not the road is to be adopted by the Council.

Before applying for RCC, you are strongly advised to contact the Transport Planning Team below to discuss your proposed road layout. The layout should be agreed in conjunction with the application for Planning Permission. The following procedure describes how to obtain RCC, what happens during construction and when the road is adopted.
- Submit the necessary forms, documents and drawings described in the National Roads Development Guide checking for variations applicable to Perth and Kinross Council via the map icon within the guide.
- Use form CC9 from the Guide as a checklist to ensure your proposals comply with our standards.
- Complete and submit the Quality Audit, explaining how layout, structure and details comply with Designing Streets.
- The submitted information and documentation requires being of a standard that permits us to determine the application after which we will commence the RCC process.
- Once you have supplied all necessary information and documentation, we will check your proposals and discuss them with other internal departments who may require further information or alterations to the details.
- You should receive a decision within six weeks of an accepted submission.
- When RCC is granted you will be given details of who to contact prior to starting work. That person will monitor construction at various stages.
- Before building any houses, security required for new roads must be lodged with the Council.
- Any changes to your proposals must be submitted to us for approval.
- When the road is complete, an inspection will be carried out to ensure compliance, after which a 12-month maintenance period will commence.
- At the end of the maintenance period, a further inspection will be carried out. As long as no defects have occurred, and provided the applicant is agreeable, the road will be adopted by the Council.
Fees
Time spent processing applications, and subsequent amendments, is charged at a rate of £75 per hour. Invoices will be sent to the applicant each quarter.
