Proposals and Consultation to vary the Perth and Kinross Council School Admission Policy

Approval of Revised School Admission Policy

In line with the Council's Scheme of Administration and the current suspension of Council and Committee meetings due to Coronavirus (COVID-19) situation, the proposals in the report that were due to be considered by the Lifelong Learning Committee on 18 March 2020 (Report No 20/77 (PDF, 232 KB) along with Appendix A (PDF, 941 KB) and Appendix B (PDF, 31 KB)) have been implemented by the Executive Director (Education and Children's Services) in consultation with the relevant Elected Members as follows:

A limited variation to the School Admission Policy for Perth and Kinross Council schools from school session 2020/2021. The limited changes relate to ensuring pupils living in Perth and Kinross are awarded appropriate priority for school places and pupils transferring to secondary school from associated primaries are awarded appropriate priority.

Publication of consultation report

The next stage of the consultation process was the publication of the report on the outcomes and findings of the Statutory Consultation. This Consultation Report (PDF, 944 KB) was published from Monday 17 February until Friday 6 March 2020. This allowed for a full three week review of the document prior to a final submission to the Lifelong Learning Committee on Wednesday 18 March 2020

Proposal for a variation to the School Admission Policy

Report No 19/243 with Appendix was presented to the Lifelong Learning Committee on Wednesday 4 September 2019. This report requested approval to engage in formal consultation as follows:

The Council proposes to make a limited variation to the School Admission Policy for Perth and Kinross Council schools from school session 2020/2021. The limited changes relate to ensuring pupils living in Perth and Kinross are awarded appropriate priority for school places, and pupils transferring to secondary school from feeder primaries are awarded appropriate priority.

What could change?

Most pupils attend their catchment school and most schools are not oversubscribed. Therefore, the proposed changes will not affect most pupils or schools. The limited changes to the School Admission Policy relate to ensuring pupils living in Perth and Kinross are awarded appropriate priority for school places, and pupils transferring to Secondary School from feeder Primary Schools are awarded appropriate priority.

Formal consultation

The Consultation was undertaken in line with the requirements of the Schools (Consultation) (Scotland) Act 2010.

A formal proposal paper (PDF, 284 KB) containing an Educational Benefits Statement was prepared for publication as part of the consultation process.

The consultation period ran from Monday 2 December 2019 until Friday 24 January 2020 a total of 30 school days.

A public notice was placed in the local press.

Public meeting

A public meeting was held to discuss the proposals and the proposal paper (PDF, 284 KB). The meeting was an opportunity for interested parties to:

  • Hear more about the proposal;
  • Ask questions about the proposals; and
  • Have their views recorded so that they could be taken into account as part of the consultation process.

Anyone wishing to attend was invited to do so.
