Perth and Kinross Council has a duty to respond to any requests for information to support the Inquiry with their investigations. What this means is that Perth an Kinross Council will share relevant documents and information with the Inquiry when asked.
Advance Payment Scheme
The Scottish Government has announced plans to establish a Historic Abuse Redress Scheme, to provide compensation for those who were abused in care before December 2004. Until that Scheme is set up, there is an Advance Payment Scheme available in limited cases.
The Advance Payment Scheme opened on 25 April 2019. You are eligible to apply to the scheme if you were abused as a child in care in Scotland before December 2004 and you either have a terminal illness or are aged 68 years and over. The age threshold for eligibility was lowered from those aged 70 years to those aged 68 years in December 2019 following a review of the scheme.

Request for confirmation of In Care Status
If you wish to make an application to the Advance Payment Scheme, you will need confirmation that you were in care as a child in Scotland during the period prior to December 2004. You do not need to access your full record, but you can ask for this if you so wish.
