Purpose

This briefing note is to update you about current activity related to the Council's Transformation and Change programme.  

Briefing Information 

Transformation and change is about how we are reshaping our organisation to deliver the best public services within our available resources and working in partnership with and within our communities to do this.  

At the April meeting of the Transformation and Change Board the board members (our Executive Leadership Team, plus the Council's Head of Finance and Head of Legal Services) considered highlight reports from all the consolidation workstreams. They also had the opportunity to discuss in more depth the Finance workstream progress with the workstream lead, Stewart Mackenzie. 

The workstreams are continuing to undertake work on benchmarking, systems and process mapping, with many already identifying and implementing improvements to existing ways of working. 

The next significant stages for the consolidation workstreams will be tied into the outcomes of the Leadership Review, a review of our senior leadership team and structure. Conversations about the Leadership Review are ongoing with the Extended Executive Leadership Team, and more information will be shared as we head into the summer. 

The Board also heard about work which has begun for the phase two transformation projects, which include: 

  • Multi-disciplinary locality working 
  • Working Smarter 
  • Arms Length External Organisations (ALEOs) 
  • Public transport 
  • Waste minimisation/decarbonisation 
  • Whole family wellbeing approach 
  • Transforming services for children and young people with complex additional support needs 

Many of these projects are still at the scoping stage (with the exception of multi-disciplinary locality working which is in progress) and more information will be provided on what these include in future updates. 

What's coming up 

The Board also heard about the next steps for staff engagement about transformation and change for our organisation. 

Following on from last year's well-attended staff transformation and change sessions hosted by the Chief Executive, a new series of sessions are being planned. These will be themed around some of the issues raised in the initial sessions and aim to give staff the opportunity to get involved in finding the solutions.  

Our corporate Organisational Development Team have organised a series of training sessions for staff on key personal development areas such as managing change, time management, difficult conversations etc. This is part of work to identify opportunities for all staff to build their personal skills and confidence, helping them be in the best place to engage in and lead transformation and change activity across the organisation. 

Thank you to everyone who attended the April briefing session Community Engagement and Empowerment, which included an update on progress on that transformation and change workstream. An overview of the content was included in last week's Elected Member Briefing newsletter, and a copy of the presentation slides were attached to email version of this briefing. 

Further elected member briefing sessions on the transformation and change projects are being organised to help keep you informed and engaged as we continue on this journey of reshaping our organisation.
