Purpose
To update members on progress relating to a dangerous buildings notice served on the former Quality Café and Clachan Bar located at 10-14 South Methven Street, Perth.
Briefing Information
As you may be aware, a dangerous buildings notice was served some time ago instructing the demolition of the former Clachan Bar and Quality Café buildings located at 10-14 South Methven Street, Perth. Despite some initial contact with the owners, they have not made any meaningful progress to comply with the notice.
As a result, we have felt it is necessary to ensure the long-term safety of residents and visitors to Perth city centre to progress the demolition of the buildings ourselves using powers under the Building (Scotland) Act.
A tender has been published today (23 June) on the Scotland Excel portal to invite contractors to quote for the demolition of the two buildings. A closing date has been set in 3 weeks' time with a view of appointing a contractor during the first week of August. We anticipate works will commence during late August/September and will take approximately 3 months to complete. An exact start date and programme of works will be agreed when appointing a contractor.
Whilst the building is undoubtedly in a poor condition, we feel there is limited immediate risk to the public at this current time. This would inevitably change should the building be left to deteriorate further, hence our current proactive course of action. We are monitoring the building to ensure we react appropriately if the situation were to change in the short term.
