Elected Members will recall that as part of the budget process, Council agreed at its meeting of 1 March 2023 savings totalling £0.270m by making changes to the opening arrangements at 6 out of the 9 Council Household Recycling Centres.   In previous year's, proposals have been put forward to make savings by closing some of the recycling centres, however this proposal does not involve the closure of any Recycling Centre.

To achieve this saving, the new arrangements, which will be introduced from 1 October 2023 involve changes to the opening hours and the days in which the recycling centres will be open.

Importantly, residents will continue to have access to a household recycling centre 7 days a week. Aberfeldy, Auchterarder and Bankfoot will continue to operate over 4 days, although the remaining 6 recycling centres will change to open 5 days a week as set out in the table below:

There are no changes at the above sites.

The opening time for Friarton, Kinross, Inveralmond, Pitlochry, Crieff and Blairgowrie will change to 9am-4pm with last admittance at 3.45pm. Bankfoot, Auchterarder and Aberfeldy will retain the current opening hours.

The new opening hours and days have been chosen based upon the data that the Council holds regarding usage and as such the days when usage is the lowest have influenced the days which the Recycling Centres will no longer be open.  Nevertheless, the changes, which will be implemented from next month, will remain under review and any amendments will be brought to Elected Members for consideration.

Recycling Centre permit holders, including businesses, will be advised directly of the changes.
