The City of Perth Early Childhood Centre

Councillors will be asked to begin the process of permanently transferring the delivery of early learning and childcare services provided by City of Perth Early Childhood Centre (CoPECC) to Goodlyburn Primary School Nursery at the Learning and Families Committee on 29 January 2025.

The City of Perth Early Childhood Centre (CoPECC), opened in 2002, but the building has been closed since it was flooded in August 2020.

In response, arrangements were swiftly made to ensure that all eligible children in the North Perth community could continue to access their full 1140-hour early learning and childcare (ELC) entitlement. This included provisions at Goodlyburn Primary School Nursery, Letham Primary School Nursery and Riverside Primary School Nursery.

The new setting at Goodlyburn Primary School underwent an inspection by the Care Inspectorate and achieved grading of "very good" and "good".

It is now proposed that a statutory consultation exercise takes place to formalise permanent delivery of the early learning and childcare from the site at Goodlyburn Primary School from January 2026.

An options appraisal will be presented to Councillors for consideration at the committee meeting, recommending the permanent transfer of services to Goodlyburn.

Councillor John Rebbeck, convenor of the Learning and Families Committee, said: "The existing arrangement at Goodlyburn Primary School has not only received a positive response from the Care Inspectorate, but, it has also been well received by parents in the North Perth community. Additionally, formalising the City of Perth Early Childhood Centre's continued operation at Goodlyburn Primary School makes sense, ensuring stability and quality for our children's early learning and childcare needs."
