Plan for new affordable housing in Perth and Kinross updated

Perth and Kinross Council will work to deliver over 1,000 new affordable houses across the area over the next five years, under a plan to be considered by Councillors.

The Strategic Housing Investment Plan (SHIP) for 2026/2027 to 2030/2031 sets out the investment priorities of the Council and its local Housing Association partners for affordable housing over the coming years.

The SHIP sits alongside the Local Housing Strategy (LHS) as one of the main delivery plans for additional local housing. It has been developed through collaboration with the Scottish Government, the Council's Registered Social Landlord partners, and other stakeholders such as Health and Social Care Partnership and tenants' groups.

A report on the updated SHIP, to be considered by the Housing and Social Wellbeing Committee on Wednesday 1 October, estimates that the Council and its local housing partners could deliver over 1,000 new affordable homes in the period 2026/2027 to 2030/2031, using Scottish Government subsidies and local investment. The target is to deliver 210 new affordable homes each year over the lifetime of the SHIP which will help meet the growing demand and pressure for affordable housing in Perth and Kinross.

This housing will be provided through Council new-build projects, replacing older homes, bringing empty homes back into use as housing, buying back ex-Council homes, remodelling existing buildings for new housing and buying 'off-the-shelf' housing from developers.

The homes will:

  • all be built to the highest standards, with energy efficiency measures included to help meet local and national climate change targets
  • include housing for people with particular needs, helping them to live independently and happily in the community
  • be built in areas of high demand, including rural areas, giving people access to housing of a type and in an area suitable for their current and future needs

That's why expanding access to affordable housing remains a top priority for this Council.

"As demand for housing in Perth and Kinross continues to grow—and as the needs of our communities become more diverse—our commitment to delivering a broad range of affordable housing options is stronger than ever.

"Over the past five years, we've consistently exceeded our targets for new affordable homes, thanks to the strong partnerships we've built with local housing providers. This collaborative approach has been key to our success.

"I'm proud that our updated Strategic Housing Investment Plan (SHIP) sets out an ambitious vision for the next five years. It aligns with our Local Housing Strategy and supports the Scottish Government's 'Housing to 2040' agenda, which aims to ensure everyone in Scotland has access to a safe, energy-efficient, and affordable home that meets their needs—wherever they choose to live."

Members of the Committee will be asked to approve the updated SHIP and its submission to the Scottish Government.
