Councillors asked to approve new Intensive Support Provisions

Councillors will be asked to approve ambitious plans to enhance educational opportunities for children with Additional Support Needs (ASN) by creating three new Intensive Support Provisions (ISPs) in Perth and Kinross when they meet on Wednesday 12 November 2025.

The Learning and Families Committee is being asked to approve the permanent establishment of an ISP at Kinross High School, Perth High School and Viewlands Primary School following a statutory consultation process.

The ISP at Kinross High School will accommodate up to 16 pupils with complex ASN from January 2026. This proposal directly addresses the current lack of local provision in the Kinross High School catchment, which has resulted in extended travel times for families, disrupted transitions, and limited access to education within the community. The new ISP will provide a sustainable and inclusive solution, ensuring children can learn closer to home.

A second ISP is proposed for Perth High School, also with capacity for up to 16 pupils with complex ASN, to be established from January 2026.

The proposal has received broad support from pupils, parents, and staff, and Education Scotland's independent evaluation has highlighted the educational benefits and commended the Council's approach to consultation and engagement.

The Council has committed to ensuring that resources for the ISP are additional and will not detract from existing provision. Staff will receive professional development to support inclusive practices, reflecting recommendations for ongoing stakeholder involvement, flexible space design, and clear transport arrangements.

The third ISP is planned for Viewlands Primary School, where up to 16 primary-aged pupils with complex and multiple ASN will benefit from a high-quality, tailored learning environment.

This provision will offer access to specialist facilities and opportunities for integration into mainstream education, supporting smoother transitions to secondary school and strengthening community connections.

Some responding to the consultation raised concerns about the impact on existing facilities, toilet provision, and outdoor space. However, the Council will address these through a phased implementation plan and infrastructure improvements.

Convener of the Learning and Families Committee, Councillor John Rebbeck said: "It is incredibly important to make sure our ISP pupils are able to remain in their local community with siblings and friends, and we will continue to invest and expand our Intensive Support Provision."

"These new ISPs are a major investment that will create spaces that will help them on their learning journeys and ensure they receive the support they need."
