We are asking tenants' views on a proposal to use money from the Housing Revenue Account (funds from the rent you pay) to allow essential remedial works in multi-storey buildings in Perth City, such as roof replacements and lifts, to go ahead.
These blocks accommodate a mix of tenants and private owners. While tenants will not be required to pay anything towards the essential work, private homeowners will.
Due to the cost of the work and the current cost of living pressures, some private homeowners may not have the money to cover their share.
To prevent delays in these essential works, which would impact our tenants, we are seeking permission from the Scottish Government to cover the private homeowners' missing share using money from the Housing Revenue Account.
To make sure the Housing Revenue Account is not adversely affected, we would either set up a repayment plan for private homeowners or place a deed on their property title, ensuring repayment when the property is sold. This approach ensures that Council tenants are not funding the work, and the Housing Revenue Account remains unaffected, allowing the necessary work to proceed.
