IJB Service User Elections

Perth and Kinross Integration Joint Board (IJB) would like to appoint two individuals who have experience of using community heath and/or social care services to join the Board.

The role of 'Service User Public Partner' members is a voluntary unpaid role to bring a service user perspective to the work of the Perth and Kinross IJB in planning the future of health and social care services across Perth and Kinross. As a Service User Public Partner member, you should have experience of using the health and/ or social care services for which the IJB has responsibility. Please note that, if successfully appointed, your name will appear on minutes of the IJB which are available to the public.

Service User Public Partner members will:

  • Live in Perth and Kinross.
  • Be aged 18 or over.
  • Have a knowledge and understanding of the issues affecting users of health and social care services.
  • Be interested in the decision-making process around the planning of these services.
  • Be able to communicate a service user perspective effectively at meetings of the Perth and Kinross Integration Joint Board.
  • Be able to commit a minimum of three to four days a month.
  • Be able to access both documents and meetings on-line.*

*Note - We recognise that digital inclusion can be a barrier for people.  As an organisation, we will support to the best of our ability to make reasonable adjustments to support digital inclusion and identify suitable training resources to support you fulfil this role.

What is the Perth and Kinross Integration Joint Board?

Perth and Kinross Health and Social Care Partnership (PKHSCP) was established in 2016 and our vision is "we will work together to support people in Perth and Kinross to lead healthy and active lives and live as independently as possible with choice and control over the decisions they make about their care and support".

Our aim is to improve the wellbeing and outcomes of local people, to intervene early and to work with the private and independent sectors and communities to prevent longer-term issues arising. The PKHSCP provides integrated health and social care supports in three localities across Perth and Kinross - the North, South and Perth City localities.  

Support from the Health and Social Care Partnership is available for older people, people with mental health issues, people with a learning disability, people with autism, people with substance use issues, people with a physical disability, people with a sensory impairment, people with long term conditions and unpaid carers from a range of professions including Social Work, Social Care, Community Nursing, Mental Health, Physiotherapy, Occupational Therapy and Podiatry.

The arrangements setting out the relationship between Perth and Kinross IJB, PKHSCP, Perth & Kinross Council and NHS Tayside are set in the Integration Scheme which was agreed between the Council and NHS Tayside and approved by Scottish Government ministers. Perth and Kinross IJB have just published the new IJB Strategic Plan 2024-27 (PDF) [3MB]  this year, setting out how services for which it is responsible should be delivered. Paper copies of these documents can be supplied if required.

The IJB meets every 2-3 months, usually in Perth on a Wednesday, and for regular development sessions between formal IJB meetings. The IJB meetings are open to the public to observe but not contribute and are recorded for public viewing. Meetings are hybrid and are live streamed for public viewing.

Who sits on the Integration Joint Board?

The Public Bodies (Joint Working) (Scotland) Act 2014 specifies minimum membership criteria that all Integration Joint Boards must adhere to. In Perth and Kinross there are 8 voting members of the Board, 4 who are non-executive board members of NHS Tayside and 4 who are elected members of Perth and Kinross Council.

There are also non-voting members. These include officers of the Council and NHS Tayside such as the Chief Officer and the Chief Finance Officer of PKHSCP, the Chief Nurse and Medical Director of PKHSCP, the Council's Chief Social Work Officer, representatives of the third sector, trades unions, professional staff groups and four citizen members - two who are unpaid carers and two are Service User Public Partners.

Decision making at the IJB is usually made by consensus of the full membership, with very occasionally the requirement for voting.

After the closing date of 27/10/2024, voting will take place on-line. All residents aged 18 and over in Perth and Kinross will be eligible to vote. Voting will take place using the Perth and Kinross Council consultation hub(opens new window).
