Property Flood Resilience Grant Scheme extended

An additional £100,000 is being invested in Perth and Kinross Council's Property Flood Resilience Grant Scheme following an overwhelming response from residents and businesses.

The boost brings the total value of the scheme to £250,000, allowing more property owners to access grants of up to £5,000 to help protect their homes and businesses from flooding.

Perth and Kinross Council's Climate Change and Sustainability Committee approved the introduction of the Property Flood Resilience Grant Scheme as part of its wider programme of flood resilience actions on 27 May 2026.

Since then, 44 applications for support have been received. Perth and Kinross Council leader Councillor Eric Drysdale's amendment asking the Finance and Resources Committee to extend the scheme by a further £100,000 was agreed on Wednesday (24 June 2026).

The grant scheme was developed to support a proactive, risk-based approach to managing flood risk, with more than 1,000 incidents of flooding reported to properties, businesses and roads in the past four years.

The fund supports property owners to take practical, property-level action, helping them adapt and improve the resilience of both them and their properties against the effects of flooding.

Eligible applicants will be able to access funding to install Property Flood Resilience (PFR) measures that reduce the likelihood of water entering buildings, minimise damage and speed up recovery when flooding does occur.

Applicants will work with the Council to identify the most appropriate resilience measures for their property, with assessments supported by organisations such as the Scottish Flood Forum. This ensures that the measures installed are tailored to each property's individual level of risk and of appropriate standard.

The funding was initially a £150,000 initiative agreed through the Council's Budget, aimed at strengthening local resilience to flooding alongside existing community-level support and wider flood management work. By focusing on individual properties, the scheme complements larger infrastructure projects and community resilience measures.

Councillor Drysdale, said: "The response to this scheme has been extremely strong, and it is clear that many people and businesses across Perth and Kinross are looking for ways to better protect their homes and businesses from flooding.

"With 44 applications received in just four weeks, we have taken the decision to increase the funding available so we can support more people to take practical steps to reduce their flood risk.

"We know flooding can have a serious impact on people's lives, and this additional investment will help more residents and businesses become more resilient and better prepared for the future."

Councillor Richard Watters, convener of Perth and Kinross Council's CLimate Change and Sustainability Committee, added: "There has been a tremendous response so far. Extending the funding will allow us to help more homeowners and businesses take the steps they need to protect their properties from flooding."

Applications are now open to both homeowners and businesses, with funding prioritised based on flood risk and eligibility criteria.

The Council will provide guidance throughout the process, from initial enquiry through to installation, including support to identify appropriate measures, access specialist advice and ensure effective implementation.
