Private homeowners and businesses can apply for a grant of up to £5,000 to improve the flood resilience of your property and reduce the impacts of flooding
Who can apply
Private homeowners and business owners within Perth and Kinross whose properties have experienced flooding or can demonstrate their property is at risk by way of floodwater reaching their property walls. Please note that the SEPA flood maps on their own are not sufficient.
The scheme offers up to £5,000 per property for approved measures.
How to apply
- Submit the application form online. If you know someone who can't apply online and you can't support them to do so, copies of the application form are also available by calling 01738 475000. Read the Property Flood Resilience Grant Privacy Notice (PDF, 254 KB) for details of how information you provide in your application will be processed.
- Applications will be assessed and you may be asked to supply additional supporting information.
- Once all information has been received and assessed we will determine the eligible grant amount and issue Terms and Conditions.
- You must review and sign the Terms and Conditions and return the signed copy to us before the grant can be approved and the payment issued.
- Council officers will inspect the completed works.
Supporting information we'll ask for
- Evidence of flooding or flood risk to your property, eg photos or video of water within or at the building, report etc.
- A completed Scottish Flood Forum Property Protection Advisor assessment (available as part of the Scottish Flood Forum Flood Protection Guide) or a Property Flood Assessment Report following an individual property assessment via an approved body such as Scottish Flood Forum or another specialist company. If you already have an assessment report for the property which has been completed within the previous 24 months that will be sufficient.
- A quotation for the proposed works (contractor quote or material costs for a self-install)
- Estimated completion date for the works

What kind of measures are eligible?
Measures that improve property flood resilience, such as door barriers, airbrick covers, non-return valves, sump pumps, waterproofing and sealants. Suitability depends on a property survey and manufacturer guidance.
For clarity, applications to undertake the repair of property or gardens after a flood event, or for flood protection works in land surrounding a property are not eligible for this grant.
Do I need a survey?
We recommend initially completing the Scottish Flood Forum Property Protection Advisor assessment as it is a good starting point for any application. It will indicate what measures can be considered but will not provide any advice on effectiveness or priority should a choice be available.
An independent property-level survey to identify what the right measures for your home or business would be which could be covered as part of the grant. This kind of survey will include a visual inspection of all aspects of the property as necessary and it will help identify possible routes for water flow and the priority areas to deploy Property Flood Resilience measures such as airvents, barriers and heritage style flood doors.
Do I need planning permission or listed building consent?
Works to listed buildings or properties within conservation areas may require additional consents. Please review Council guidance and contact Development Management if unsure.
Can I self-install?
Yes, if the products/manufacturer allow. You'll need to provide quotes for materials and evidence of proper installation.
When will I receive payment?
After the Terms and Conditions are signed and subject to the Council's approval process. The Council will inspect works upon completion.
