The purpose of the map is to assist in identifying opportunities for lowering carbon emissions associated with heat in buildings in Perth and Kinross.
Background
Perth and Kinross needs heating for buildings and industry; for our homes, schools, offices, hospitals and businesses. Heat makes up nearly half of all the energy we use. This compares to the 34% burned in power stations to make electricity.
The Scottish Government's Heat in Buildings Strategy (2021) sets out its aims and objectives for achieving net zero emissions within the entire building stock in Scotland by 2045, including addressing poor energy efficiency as a driver of fuel poverty. Local Heat & Energy Efficiency Strategies (LHEES) will set out the long-term plan for decarbonising heat in buildings and improving energy efficiency across Perth and Kinross as part of a local strategy to help to deliver these targets. Accompanying our Strategy will be a 5-year Delivery Plan (2024-2029) developed in partnership with key stakeholders which provides a strong basis for action for local communities, government, investors, developers and wider stakeholders, pinpointing areas for targeted intervention and early, low-regrets measures.
Heat Networks (Scotland) Act 2021 places a duty on local authorities to carry out a review of potential areas for heat networks as part of our first LHEES due to be published early next year. The formal designation of heat network zones will use outputs from the LHEES as a starting point for more detailed work on consideration and formal designation of heat network zones to be carried out in 2024.
Potential heat network zones have been identified by building upon the national heat network assessment methodology and information contained in the Scotland Heat Map. These zones have been preliminarily screened by key stakeholders to identify any known issues or barriers which limit taking the zone forward for further investigation.
