Strategic Environmental Assessment (SEA) is a statutory requirement under the Environmental Assessment (Scotland) Act 2005, and requires the Council to carry out an assessment of the effects of proposed plans programmes or strategies (PPS) on the environment. Excluding exemptions, most council proposals will need to undergo at least pre-screening or screening for SEA, to identify any likely significant environmental effects.
If significant environmental effects are identified, a full SEA will need to be undertaken. This in-depth process must be carried out in line with guidance and timelines set out by the Scottish Government, and in consultation with the Scottish Environmental Protection Agency, NatureScot and Historic Environment Scotland.
The Council has a duty to publish specific details relating to any PPS that has been screened, scoped and assessed for environmental effects.
