Personal Licences

Personal Licence Holders have a vital job within the licensed trade. They authorise the sale of alcohol in both and off sales businesses and ensure that each and every sale is legal.  

Individuals can apply for a Personal Licence which allows the individual to train staff, apply for occasional licences and to authorise or supervise the sale of alcohol.  The holder of a Personal Licence can become a Designated Premises Manager on a Premises Licence.

The Licensing Team are able to provide general guidance but cannot assist you to complete your application form or provide legal advice on whether a licence is required.  You should seek legal advice from a solicitor,licensing agent or advice centre if you are unsure as to whether you require a licence.

If you are 18 or over and live within the Perth and Kinross Council area or outwith Scotland you may apply to the Licensing Board for a Personal Licence provided you have a licensing qualification from an accredited training provider and no personal licence previously held has been revoked within the 5 year period immediately prior to the date of application (unless the revocation was in relation to a failure to undertake training).

Frequently asked questions

I have changed my name or moved house, what do I need to do?

If you change name or address whilst you hold a current Personal Licence you must notify the Board within 30 days of any of these changes.  Please email liquorlicensing@pkc.gov.uk  with details of the changes required and a scan or photo of your current Personal Licence. 

What if I no longer have my original personal licence i.e it has been lost, stolen, damaged or destroyed?

You must notify Police Scotland if your Personal Licence has been lost or stolen as soon as possible and obtain a reference number.  In addition, you should also make an application for a replacement personal licence if your licence has been damaged or destroyed.  There is a £10 fee for a replacement Personal Licence.

You should email your request to us at liquorlicensing@pkc.gov.uk giving us your name, address, personal licence number and the crime reference number if it is has been lost or stolen.  

What if I no longer wish to hold a personal licence?

You should return your personal licence to the Board and advise that you wish to surrender it or you can contact us to let us know that you do not intend to renew your licence and we will update our records accordingly and will not contact you again.  If you do not apply to renew on time your licence will expire, the date of expiry is noted on the front of the licence.

What can I do if my personal licence expires and I still need a personal licence?

You will need to pass the full day personal licence training course and apply for a new Personal Licence once you have your certificate. 

You can only be a premises manager if you have a current personal licence. If your licence is going to expire you should inform the premises licence holder immediately. The licence holder must then advise the relevant Licensing Board.
