Renewing your Personal Licence

If you are the holder of a personal licence issued by the Perth and Kinross Licensing Board, you should apply to this Board to renew your licence.  If you live within Perth and Kinross but your licence was issued by another Licensing Board you must make a renewal application to the Board which issued your licence.

The Licensing Team is able to provide general guidance on the scheme but cannot assist you to complete your application form or provide legal advice on whether a licence is required.  Applicants should consult the alcohol licensing webpages for general guidance before making any application.

When do I need to apply to renew my personal licence?

You must make an application to renew your licence in the 9 month period (the renewal period) starting a year before your licence expires and ending 3 months before the expiry date.  It is recommended that you apply as early as possible to ensure your application can be processed in time before your licence expires.

Please contact the Licensing Board if you are unsure of the dates in relation to your current licence.  A reminder letter is sent out by post to the address we have on your licence 10 months before the expiry date of your licence.  

How do I apply to renew my licence?

Please read the Guidance for Personal Licences (PDF) [9KB]  and List of relevant offences (PDF) [26KB]  carefully before completing the application form.  Information on qualifications you will require can be found in the Liquor Personal Licence Holder Training Accreditation (PDF) [140KB]  which the Scottish Government published in December 2022.    Missing information on the application will lead to delays in your application being processed.  If your licence is current and you completed the refresher training 5 years previously, you will only need to obtain a further Scottish Certificate for Personal Licence Holders (Refresher).   View a list of  List of accredited training providers (PDF) [191KB]  , other trainers will be available.   Please do not apply for your renewal until you have received your Certificate.

Apply online 

You will be required to upload a photo or pdf of your Training Certificate, a colour head and shoulders photograph of yourself and your photo certification as part of the process.  Not uploading these documents will lead to a delay in processing your application.  The fee is £50 and is paid online at the end of the process.   This is the fastest way to renew your personal licence. 

Applying online is our preferred method, however, you can apply email or by post by completing our  Application for a Personal Licence (PDF) [228KB]  but please note, your application will take longer to be processed:

  • By emailing the completed application form, along with the required documentation to liquorlicensing@pkc.gov.uk.  You will receive an emailed acknowledgement if it has been successfully delivered.  The £50 fee can be paid by calling us on 01738 475180 between 9am and 1pm weekdays.  Your application will not be processed until the fee has been received.  
  • By posting the completed application form, along with the required supporting documentation and a cheque for the fee to the Licensing Team, Perth and Kinross Council. 32 Kinnoull Street, Perth, PH1 5GD.  

Missing information and documentation on paper and emailed application forms is the most common cause of an application taking longer to process.  Please ensure you FULLY complete all questions including the Convictions box.

 

What happens if I do not apply to renew my personal licence on time?

If a competent application to renew your personal licence is not received by the Board within the renewal period your licence will expire on the expiry date on the front of the licence.  The legislation does not allow a Licensing Board to accept an application after that date.  If you still require a personal licence, you will have to make a NEW application for a Personal Licence.

 

How can I ensure my personal licence continues after the 10 year expiry date?

You should:

  • Make arrangements to undertake the required refresher training as soon as possible as there is likely to be high demand for the course and training providers may take some time to produce your training certificate; and
  • Make your renewal application as soon as you can within the renewal period (see above), checking the form and guidance notes carefully to ensure that you are making a competent application.  Incomplete applications cannot be accepted and will be returned to you or your agent for amendment which will significantly delay the process.

Your licence will continue to have effect for a period of 6 months after its date of expiry if you submit a competent application for renewal prior to the expiry date of the licence and the Board has not determined your renewal application.

 

What training do I need to do before I can apply to renew my licence?

The Scottish Government published a  Liquor Personal Licence Holder - Training Accreditation (PDF) [140KB] document in December 2022 explaining what training is required .

The SQA has accredited awarding bodies and course providers that can provide training courses.

"The currently available half-day refresher training course is the appropriate course to take for both the requirement to undertake updated refresher training after five years and the requirement to apply to renew your licence."

Do I need to do two training courses before I can apply to renew my personal licence?

No, the Scottish Government's Personal Licence Renewal Communication Document states:

"The currently available half-day refresher training course is the appropriate course to take for both the requirement to undertake updated refresher training after five years and the requirement to apply to renew your licence." 

 

What if I no longer wish to hold a personal licence?

You should return your personal licence to the Board and advise that you wish to surrender it.  Or you can contact us to let us know that you do not intend to renew your licence and we will update our records accordingly and will not contact you again.  If you do not apply to renew on time your licence will expire, the date of expiry is noted on the front of the licence.

 

What can I do if my personal licence expires and I still need a personal licence?

You will need to pass the full day personal licence training course and apply for a new personal licence once you have your certificate. For further information please see the Applying for a New Personal Licence page.

You can only be a premises manager if you have a current personal licence. If your licence is going to expire you should inform the premises licence holder immediately. The licence holder must then advise the relevant Licensing Board.
