Progress on Local Housing Strategy 2022-27

Update published in October 2024

The LHS is required to be kept under regular review with annual progress reports throughout the duration of the strategy. The first Annual Progress Report of the LHS 2022-2027 (PDF, 898 KB) was presented to Housing & Social Wellbeing Committee in June 2024 and future priorities approved for 2024-25.

Strategic Housing Investment Plan (SHIP) Milestones 

The Strategic Housing Investment Plan is a required supplement to the LHS and sets out investment priorities for affordable housing over a 5-year period and is also updated every year. The next iteration of the SHIP has been drafted and will go to Housing and Social Wellbeing Committee on 2nd October 2024 for approval, before then being submitted to Scottish Government on 25th October 2024.

New supply

In Quarter 2 (July-October) of 2024-25, a total of 34 affordable homes were delivered. This includes 7 new builds for mid-market rent and 27 buybacks for social rent. In addition to the 75 new supply affordable homes delivered in Q1, the total new supply for 2024-25 is now 109. We will continue to work towards the LHS target of 1,050 homes by 2027 through the SHIP.

Onsite

There are currently 122 affordable homes onsite with an expected completion date within 2024-25. These are both Council and Housing Association new builds that will be provided as Housing Strategy Quarterly Newsletter (July - September 2024) Published: October 2024 social rented housing. These properties, alongside further buyback purchases will ensure that PKC's target to deliver 210 new supply affordable homes each year will be achieved.

Design Stage

Two projects in central Perth are now at the very beginning of design development in which a former care home site and former primary school will deliver additional affordable homes. ECD Architects have been appointed to develop proposals for the former Beechgrove care home site to include 40 new build social rented homes. Trail Architects are developing plans for the conversion of Balhousie Primary School into flatted social rented accommodation with additional new build homes proposed in the former playground.

Community-led affordable homes initiatives

We have supported the completion of 5 Housing Needs Assessments (HNAS) in rural areas to date. Currently, there is a live HNA underway in Blair Atholl and Struan and a further 2 planned for 2024-25. Together with rural specialist partner Communities Housing Trust we are supporting 4 projects which will deliver 36 new affordable homes.

Self-build initiatives

Our first Self-Build Register now has 20 self-build expressions of interest registered to date. We secured planning permission for our first self-build pilot, which will deliver 6 affordable plots to be marketed later in 2024-25. Several other self and custom build opportunities are beginning to emerge that will allow us to address demand from the register.

Independent Living

The Independent Living Panel (ILP) continues to meet monthly to consider referrals for housing and support provision, with members of the panel also currently meeting regularly to progress delivery of 1 project in the SHIP for supported accommodation in Aberfeldy which will comprise of flats and adapted bungalows.

Consultations

A report on the Short-Term Let (STL) Consultation results and further research was brought forward and presented to the Economy and Infrastructure Committee in August. It was determined that a Short-Term Let Control Area would not be progressed. The role of Short-Term Lets in the housing market in Perth and Kinross will continue to be monitored.

Housing sites and future land supply

The Urban Capacity and Brownfield study is being utilised in other settlements to identify potential affordable housing sites and to support Local Development Plan (LDP) 3.
