Purpose

To provide elected members with updates on some questions asked during consideration on the Climate Change report today, and which have also been asked by media who were watching this morning's session. If there were further questions asked at Council which have not been picked up in the information below, these will be picked up through the recording of the meeting/outstanding business statement and we will provide the additional information asked for as soon as possible. 

Briefing Information

The energy consumption benchmarking information reported at the Council meeting today relates to energy use during the year 2024-2025 within our primary schools which is identified as energy use intensity (EUI) and is measured in kWh/m2a (kilowatt hours per square metre per annum).  

Riverside Primary School (which has official Passivhaus certification, and was also the first primary school in Scotland to achieve this) was the best performing primary school in Perth and Kinross at 35kWh/m2a, with the other primary school mentioned, Kinross Primary School, was assessed as having an energy use intensity of 98kWh/m2a during the same period. We are also in the process of submitting required information for Passivhaus certification for both the new Perth High School and the new Blairgowrie Recreation Centre, following completion of these projects. 

In relation to the school in the Almond and Earn ward where Passivhaus standards explored as part of the design options will exceed the available budget proposal, this was in relation to the Methven Primary School games hall project. Options for delivery of this project are being considered within the overall budget available and further information on these will be brought back to the relevant committee in due course.
