Pre-application advice

Perth & Kinross Council encourages and welcomes early engagement from applicants and developers prior to the submission of any application. The submission of a fully detailed and comprehensive application allows all parties involved to achieve timely and quality decisions.

If you are seeking pre-application advice in respect of a development proposal, you will need to complete our online pre-application form. Payment can be made by debit or credit card. Please do not use this form if you are asking 'do i need permission?' Instead, view our What needs planning permission? page for information and our Submitting an application to apply for a Certificate of Lawful Development.

Make a householder / non-householder pre-application enquiry

Further guidance can be found in our Pre-Application Guidance Note (PDF) [256KB]  with more detailed information on pre-application enquiries for major applications also being available.  Associated charges set out in Table 5: Charges for associated planning services of our fees charter. Payments can be made online via ePlanning when you submit your application, by using our online payment system or by credit/debit card (Customer Service Centre, telephone 01738 475000). Please note we no longer accept cheques.

Pre-validation checks

Perth & Kinross Council also offer pre-validation checks on local and major applications. This service will allow you to pre-submit your plans and documents which will then be checked to ensure the appropriate standards of details and supporting information is provided. Feedback and guidance will be provided which, if followed, will ensure that your application is processed through the validation stage as quickly as possible.
