Perth and Kinross Council recognise that there are many contractors and/or suppliers that due to the size or age of their business may find it difficult to bid successfully for large contracts.
To address this and other economic factors relating to the supply chain to the public sector, the Cabinet Secretary for Finance and Sustainable Growth, John Swinney issued guidance on Promoting the involvement of SME's in Public Contracts (PDF, 164 KB) to contracting authorities.
Perth and Kinross Council already meet a number of these recommendations and are actively working towards achieving the remainder.

Smaller businesses may also be able to fulfil a key role within the supply chain in the form of a sub-contractor and/or supplier of material, equipment and/or goods to the main contractors involved in the delivery of goods, services or project works to the Council.
To this end it is recommended that businesses register on the Scottish Government advertising portal and set up alerts for all sectors in which they trade.
This will enable interested parties to monitor the opportunities created by Council activity. Contract Award Notices will be published on the site following the start of a new contract detailing the successful contractor/supplier.
