Fees charter notes

Important information relating to all planning submissions. Please read.

Planning applications and associated submissions will not be considered "valid" until the fee has been received in full. Fees will be checked at the final point of validation, rather than the point of submission, as changes during the validation process can affect fees payable. Planning applications, discretionary service requests and associated submissions may be returned if the required fee is not received within five working days of the submission being lodged, and there are no other outstanding matters. 

Application submissions which are not able to be validated, because they don't meet the necessary standard, and are returned, or which are returned at the applicant's/agent's request before validation, will generally be subject to a handling charge of £25.

Plans and drawings for online applications should be submitted as individual, single page PDFs, clearly titled and otherwise in line with the relevant application checklist and are correctly orientated. This should mean your application will be valid on receipt.

Paper or emailed submissions (that is, applications that are not submitted via the ePlanning portal) will be subject to a processing charge of £25.  This will off-set some of the additional costs associated with the manual processing, postage, etc of these types of submissions.  The charge will be collected at the point of submission.  This may mean that your planning application is made invalid until the full application fee and additional processing charge has been paid.  If, for example, you submit a paper application which has a fee of £346 and you pay that amount, we will first collect £25 for the processing costs, allocating the remaining £321 to the planning fee.  Your application will then be invalid until a further £25 is paid to cover the planning application fee.

The additional gross floor space created by the development must be clearly indicated in square metres on the application form and the submitted plan. For the purposes of the fee regulations, gross floor space includes all storeys, is measured externally including the thickness of internal and external walls and can include areas under canopies.  Applications for the change of use of a building will required accurate floor plans, showing all storeys, in order that the fee can be correctly calculated. 

Our fees charter is not a comprehensive list of fees, particularly in respect of fees for applications for matters reserved by conditions on a planning permissions in principle.
