Community Minibus Transfer

The window for submitting Expression of Interest forms has now closed. The final deadline was Sunday 3 November 2024.

Information

Perth and Kinross Council has recognised  there are a number of community groups and sport clubs who could be interested in owning and operating an ex-PKC minibus. There are 17 minibuses that are expected to reach the end of their operational service period in 2024/25. We recognise that although these minibuses will no longer be used by PKC, groups may be able to use these vehicles to enhance their service provision and provide community benefit.

Minibuses will all come with at least a 6-month MOT certificate and an inspection report on condition of the vehicle will be made available to any interested community groups or sport clubs. Otherwise, vehicles are 'sold as seen'. All future repairs and MOT would be required to be arranged by the purchaser. PKC maintain no liability for the vehicle once ownership is transferred. In line with when a vehicle is sold at auction, only a verbal service history update will be provided, and PKC will have no liability for any asset 'sold as seen'.

Council officers will then be in touch with those deemed appropriate once each vehicle becomes available to start an application process to determine need and benefit. Groups should note that the timescale of vehicles being available is not yet known. Interested groups will be given the opportunity to view the vehicles when available, however test drives will not be possible.

Application Criteria

1. Applications should be made on behalf of a constituted community group that is based in Perth and Kinross. Groups can be constituted but unincorporated, or have one of the following legal structures:

  • Scottish Incorporated Charity Organisation (SCIO)
  • Community Investment Company
  • Community Benefit Society
  • Company Limited by Guarantee

2. Applications will not be accepted from:

  • Private/for profit businesses
  • Individuals
  • Community Councils

3. Groups must be able to demonstrate what benefit having a minibus would provide to their community. Where possible this should link to PKC's vision and priorities.

4. Groups will be asked to provide feedback after a year on the use of the vehicle and the benefits it has provided to the community.
