Domestic bin charging

Newly built properties are required to pay for the delivery of their bins. This change comes into effect from 1 April 2024. Should any requests for bins be received prior to this date, the charge will be at the discretion of Waste Services.

Perth and Kinross Council have put in place a charging scheme for recycling and waste bins for new-build properties and newly-created housing in Perth and Kinross. A number of other Councils have already introduced this kind of charging.

The intention is that the individual house builder or the developer of the property/properties concerned will submit a new bin request application, after receiving their Planning Application Number through the current planning process. 

It is important that you request your new bin service at least 3 months before your move in date. If you give us less notice than this we will be unable to ensure that you have a waste collection service in place when you move in  Payment must be completed before the service can be implemented.

Individual housebuilders/developers will be charged based on the quantity of bins the properties need. This decision will be made by Waste Services staff. There will be no charge for replacement wheeled bins if the customer has lost or damaged them.

Why is there a charge for bins for new-build properties?

It was agreed at the Council Budget-setting meeting in March 2023 that new charges for bins for new builds would be implemented. This change follows the decision of many other Local Authorities to introduce a similar charge.

How do I apply for bins and what information is required?

To apply for bins, you will require:

  • Your Planning Application Number
  • To have completed the Street Naming and Numbering process
  • An understanding of the number of properties you are applying for
  • Bank card details for payment

When does the change come into effect?

This change comes into effect from the 1 April 2024. Should any requests for bins be received prior to the start date the charge will be at the discretion of Waste Services.

How are bin charges calculated?

Through your planning application, Waste Services are aware of the bin service required for your address(es). A full quote will be provided through the bin request process.

What happens if bins are damaged/ lost or stolen?

If you are a resident and you have been provided with bins and they are subsequently lost, damaged or stolen, we will replace these free of charge. Please note replacement bins cannot be ordered until payment has been received for every address.

Will I get charged for bins for my new-build property?

All new build properties will be charged for bins. This change also applies to current buildings which have been reclassified as residential or divided into multiple dwellings. Please get in contact if you are unsure, by logging a general enquiry on MyPKC (opens new window).

I have moved into my property but there are no bins, how do I dispose of my waste?

Failure to contact Waste Services no less than 3 months prior to the requirement for bins at a property, may result in bins not being available in time for use. In this scenario it is the householder's responsibility to dispose of their waste.

I have moved into my address, but the housing development has not yet been completed?

A full Health and Safety Risk Assessment may be required before waste collections can take place at your specified address; this assessment will be scheduled as part of the application process.

Can I buy bins from other suppliers?

No, our bins are built to certain specifications to allow collection, if you would like more information on this, please submit a general enquiry on MyPKC.

How long does it take for bins to get delivered?

It is our expectation that you must get in touch 3 months prior to move in date(s). This allows us time to order bins if required, deliver and set up your waste collection service.

When should I contact the council to order my bins?

It is our expectation that you must get in touch 3 months prior to move in date(s).

What happens when there are multiple move in dates?

It is our expectation that you must get in touch 3 months prior to move in date(s). If you are dealing with a large-scale development, please group properties by move-in date. You may wish to consider a bulk delivery of bins which can be arranged during the application process. Please note, should you request a bulk delivery, these bins are your responsibility and may require storage space. You may wish to discuss this with a Community Waste Advisor in the first instance by logging a general enquiry.

What forms of payment are accepted and how do I pay?

Our system is set up to accept card payments, which will ensure that your application is dealt with in the timeliest manner. Alternative payment methods can be discussed with the Community Waste Team through the application process; however, this could lead to significant delays in a waste service being provided. Should a house become inhabited before our waste services are implemented, you will be responsible for your waste collections.

Who is responsible for paying for bin charges for new domestic properties?

Due to requiring 3 months' notice prior to move in date, it is the responsibility of the developer/individual housebuilder to pay for bin charges for new domestic properties.

How do I know which bins to order?

Through your planning application, Waste Services are aware of the bin service required for your address(es). A detailed quote will be provided through the application process.

When will my collections start?

Provided we have had notice for requirement of bins 3 months prior to move in date, we aim to have your collections in place for this date. However, this may be affected by any issues highlighted through any Health and Safety assessment completed prior to collection commencing.

My property has not yet been assigned an address - can I order bins?

No, you will have to first complete a Street naming and Numbering application.

Where will the bins be delivered to?

The bins will be delivered to each address specified in the application, unless otherwise agreed with a Community Waste Advisor through the application process.

 

New applications for additional bins for non-recyclable general waste

The Council appreciates that there are some households who will produce additional waste which cannot be recycled. A second waste bin may be available to households with:

  • 5 or more permanent residents
  • 2 or more children under the age of 4 in disposable nappies living in the property
  • a permanent resident who produces non-recyclable, non-hazardous, healthcare waste

Once your application has been received, and all documents are submitted in support of your application, an adviser may contact you to discuss this further. All personal information will be handled sensitively and in confidence. Information provided will only be used to ensure the appropriate capacity of non-recyclable waste is provided. Bins will only be issued once documents have been checked by a member of staff. Only approved second waste bins will be emptied.

Requesting other additional bins
