Equality and diversity

Perth & Kinross Council has reviewed and updated its equality framework to reflect the changes introduced by the Equality Act 2010 (Specific Duties) Scotland Regulations 2012.

The Council is committed to delivering services which are fair and inclusive for all of our citizens and we work to ensure that we pay due regard to eliminating discrimination, harassment, victimisation or any other prohibited conduct, advancing equality of opportunity by removing or minimising disadvantage, meeting the needs of particular groups that are different from the needs of others, encouraging participation in public life and fostering good relations.

The Council chairs a Community Equalities Advisory Group. This group is for public, third sector and community groups to share knowledge and experience of the issues of people across the range of protected characteristics. By sharing good practice and discussing areas of mutual interest this helps to shape and inform local strategy and policy development. Human Rights Statement of Intent

Perth & Kinross Council is committed to working with the people of Perth and Kinross and our Community Planning partners to promote a better human rights culture in our area.

Our ambition is to create a groundswell in awareness and understanding of what human rights are, why they exist, who they are for and how a claim can be made if a breach has taken place.

We worked with the Scottish Human Rights Commission pilot initiative to explore what a better human rights culture would look like in a local authority area. This key area of work which led to the establishment of the Fairness Commission locally in 2017.

Equality Act

There are nine protected characteristics in the Equality Act and these are age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion/belief, sex, and sexual orientation.

Equality and Outcomes Mainstreaming Report

Our  Equality Mainstreaming Report (PDF) [1MB]  is regularly reviewed. The most recent review was undertaken in September 2023.

Equality Impact Assessments

The Council uses an Integrated Assessment Tool to assess the potential impact on individuals and communities of the introduction or revision of relevant policies and procedures. As part of these assessments an Equality Impact Assessment (EqIA) is carried out where appropriate.

Equality Performance Reports

The Council produces an Annual Equalities Performance Report for which provides the template for our mainstreaming report and benchmarking of our equalities work:

The Health and Social Care Integration Joint Board published their own  Equality Outcomes and Mainstreaming Report (PDF) [299KB] , followed by their Equality Outcome Progress Report.

The Education Authority has published its summary of the 2016 school staff census (PDF) [199KB] .
