Organising outdoor events

With more than 1,400 acres of parks and public spaces in and around Perth and Kinross, there is an abundance of choice for those wishing to organise an outdoor event.

Events in parks and open spaces

If you have an event planned in one of our parks or greenspaces and want to discuss how this will affect you, please contact us via parkevents@pkc.gov.uk.

What is required for booking my event on a community greenspace site?

In order to confirm your booking we require a completed events application pack which should include the following:

How do I get Public Liability Insurance (PLI) for my event?

A copy of Public Liability Insurance Certificate (at least £5 million) is required for all our events to ensure they are fully covered.  This can be purchased from an insurance company and you will have the option of buy cover for different timescales - a day, year etc and we require you to be insured for the duration of the event, this includes the set up and taken down on site. We want you have a safe and successful event so we have provided some information to help guide you through our events process, this can be accessed on our event safety page.

Is a licence required for my event?

Many of our events require a Licence. Please check if your event requires one, as all Licence applications must be submitted at least 6 weeks before the event date. Licence to consider:

  • Market Operator Licence would be required if there are a number of stalls who are selling to members of the public
  • Public Entertainment Licence would be required when members of the public pay admission to or pay to use any facilities for the purposes of entertainment or recreation
  • Public Charitable Collection, if there is a "bucket collection" on the day
  • Occasional licence (alcohol) would also be required if alcohol was on offer for sale at the event
  • Public Procession Order - Any moving event held in a public place anywhere in Scotland can be considered either as a parade or a procession

Is my event eligible for free toilets and waste?

Some non-commercial events are eligible for free Portable toilets and waste removal services. Further can be found on the  and mobile toilets for community events pages.

Is there any funding available for my event?

There are opportunities for community, non-profit events to apply for grants and funding which may need to be applied for up to 3 months in advance.  Information can be found on our community grants page.  Perth and Kinross Grants Direct can be contacted by phoning 0345 605 2000 or emailing pkgrantsdirect@pkc.gov.uk.  Alternatively, you could ask local businesses to make a donation or sponsor your event.

Are vehicles allowed on site?

Vehicles are usually allowed on our sites to aid with event set up and take down.  Vehicles on our site are asked to keep to a speed limit of 5mph and to be aware of other site users.  Where appropriate we would ask that you use tracking to prevent damage to the site.  Also,o please keep in mind that as stated in the Terms of Hire the cost of any reinstatement works required to the site as a result of damages will be charged to the hirer

  1. Days on site charge is including days taken to set up and take down events
  2. There will be £568 refundable deposit for smaller events to defer fly posting and pay for any cost incurred by the council should any fly posting need to be removed
  3. There will be £5000 refundable bond for larger events to cover any Reinstatement Works
  4. 25% of all parking charges levied by event organisers will be passes to the Council where Vehicles have been parked on public Greenspace
  5. Facilities Cleaning Recharge Full Cost Recovery
  6. Late Event bookings will incur a sur-charge: Non-commercial bookings = £25 Commercial bookings = 25% of booking fee 
  7. If water supply  is required, a test and flush will be completed and recharged prior to event at a cost of £210

Some non-commercial bookings will incur an administration charge, which is below the level of commercial charges and related to expected attendance.  This will be:

  • Up to 100 persons   - £0.00
  • 101- 500 persons    - £63.00   
  • 501 - 1000 persons - £95.00
  • Over 1000 persons - £126.00

Community run parks

Methven Park is owned by the people of Methven and run by a volunteer management committee.

Hiring / use of urban or public spaces

If you would like to book a public space in Perth & Kinross city or town centres such as Perth High Street, King Edward Street, St James Square Crieff etc, please read our conditions of hire (PDF) [180KB]  and complete either:

  • Risk Assessment
  • Copy of Public Liability Insurance Certificate (at least £5 million)

Please note that sending the booking form does not confirm your booking. Full terms and conditions will be sent with confirmation of booking.
