An urgent item of business arose in January 2016, in relation to the work undertaken by the Perth and Kinross Countryside Trust, to consult with the communities of Auchterarder over the past twelve months into the condition of existing core paths in the area and the completion of a feasibility study into the proposed path improvements. The deadline for submitting an application for funding to Sustrans was 12 February 2016.
Due to the scale of the project, the timing and availability of funds as well as the need for cooperation with all stakeholders, including Perth and Kinross Council and the housing developers, a phased approach had been suggested. Phase 1 involves the smaller paths, for which landownership agreement is already established. This is due to commence as soon as the Memorandum of Understanding is agreed with the community group. Phase 2 includes an upgrade to the Provost and Jubilee paths, where they pass beside the A9, and will require a wider, sealed surface to accommodate multi users (cycles, wheelchairs, horse riders and pedestrians) and includes the old railway line north towards Muthill.
Due to the timing of the Common Good Fund Committee dates and the urgency of preparing an application for funding to Sustrans, members of the Auchterarder Common Good Fund Committee were contacted and agreed to the proposal to:
(i) reposition the fence line and necessary ground works to enable the wider sealed surface path, a prerequisite of Sustrans 50% funding; and
(ii) submit an application for planning permission at the western end of the Provost for an alteration to the line of the path plus an easy access ramp with chicanes and the overall widening of the path from there to the bottom of Ruthven Street, Auchterarder and to formally report the decision at the next meeting of the Auchterarder Common Good Fund Committee.
