An urgent item of business arose during the Council's summer recess, in relation to a request from BT Openreach for a Wayleave Application at Jeanfield Park, Perth (Common Good Land).
BT Openreach had requested to install a cabinet and 6 metres of underground duct and associated cable in ground at the Jeanfield Road entrance to Jeanfield Park. Their proposals were in connection with the installation of the new superfast broadband service in Perth. Although BT proposed to locate the cabinet on the public footpath, Council officers considered that this would present an obstacle to pedestrians and would prefer that BT locate the cabinet within the entrance to the Park.
Councillor Coburn, as Convener of the Perth Common Good Fund Committee, visited the Jeanfield Road entrance to Jeanfield Park with Council officers and agreed that siting the cabinet at the entrance to the Park, and therefore on common good land, was a better option than locating it on the pavement. Due to the urgent nature of the business, the Convener, in consultation with Councillor Miller as Convener of Strategic Policy and Resources Committee, agreed to authorise the Wayleave Agreement with the matter being reported retrospectively to the Perth Common Good Fund Committee on 2 October 2013 for homologation.
