Subject: Levelling Up Fund culture and capital funding update

Purpose
To advise elected members on the outcome of the UK Government's Autumn Budget 2024 consultation as it relates to Levelling Up funding previously awarded to Perth and Kinross Council.
Briefing Information
Unfortunately, the Council have been notified by the Ministry of Housing, Communities and Local Government within the UK Government, that the £5m Levelling Up Fund monies awarded to Perth and Kinross Council in the Spring Budget 2024 has been officially withdrawn.
This is disappointing considering the efforts undertaken by officers to prepare submissions for suitable projects in the very short time period initially offered, which were agreed by Council in May 2024:
- Lower City Mills - visitor attraction and office space
- Former Ironworks, South St John's Place - exhibition and UNESCO City of Crafts makers and retail space
- A Taste of Perth and Kinross - High Street micro-producers outlet
While we had believed following the Autumn Budget that this funding had been withdrawn, we were then offered hope that funding could potentially still be available for some or all of the three projects identified. Officers engaged with the consultation process undertaken by the UK Government providing the additional information asked for.
However, Alex Murray MP, Parliamentary Under-Secretary of State for Local Growth and Building Safety has now written to the Council Leader to advise that a final decision has been made to withdraw the funding awarded in March 2024.
