Purpose
This Briefing Note is intended to provide Elected Members with an update regarding the procurement for dualling of the A9 between Tay Crossing and Ballinluig.
Briefing Information
Transport Scotland confirmed on 18 July 2025 that the Cabinet Secretary for Transport has announced Wills Bros Civil Engineering Ltd (Wills Bros.) as the preferred bidder for the fourth section of the A9 Dualling Programme to be constructed, between Tay Crossing and Ballinluig. The announcement of the preferred bidder is the final phase in the procurement process which, subject to the successful completion of a mandatory standstill period, will conclude in the coming weeks with the contract being awarded to Wills Bros.
The contract, which is worth £152.7 million, has been competitively procured with three bids being received, demonstrating value for money. The award of the contract is the next major delivery milestone set out in Transport Scotland's delivery plan for dualling the A9 between Perth and Inverness by 2035. The project will upgrade 8.2km (5 miles) of single carriageway to dual carriageway and includes a new overbridge at Guay South and a new structure over the Kindallachan Burn.
