Subject: Update on response to fire at 41 Scott Street, Perth at 7.30pm 

Purpose

The purpose of this briefing is to provide an update following the 7.30pm meeting of the Incident Management Team in relation to this weekend's Perth city centre fire.

Briefing Information

Today, Monday 16 June 2025, emergency services and our staff have remained at the site of the fire at Scott Street to deal with this ongoing serious incident. 

Following a review of the perimeter arrangements in place Police Scotland have confirmed that the controlled zone can be reduced to the smaller inner cordon area.  

For public safety this will initially apply for pedestrian access only, with existing road closures remaining in place for Scott Street and South Street. 

Pedestrian access to 25 and 28 Scott Street and Loretta House, and businesses on Scott Street up to and including Craigdon on the opposite side of the road from the fire damaged building, will be available from 9am on Tuesday 17 June 2025. 

Impacted residents and businesses are being updated on this directly this evening and into tomorrow morning, and we will release a public update on the removal of pedestrian barriers from around 10am to give them the opportunity to return home without spectators. 

Support for residents 

Housing and Social Work staff and the Red Cross are continuing to offer advice and support to affected residents as detailed in the previous Elected Member Briefing Note. 

The additional rest centre opened at North Inch Community Campus on Sunday was stood down at midnight due to low numbers of attendees. 

Outwith the fire damaged block due for demolition, residents within the inner cordon are being advised of arrangements to allow escorted access to collect personal belongings to support them while they are out of the properties. 

Public messaging has also been issued to ask local landlords or AirBnB owners to get in touch with the Council's Housing Team by emailing privatesectoraccess@pkc.gov.uk if they have any accommodation that is currently available to support residents who are displaced for longer. 

Support for businesses 

70 businesses were supported through calls and drop-ins at Pullar House today.  

The businesses which are within the inner cordon will remain closed. Our Economic Development Team have been speaking to them today to see what arrangements can be put in place to help. 

This support will continue and develop throughout the duration of the closure. Any impacted businesses who have not yet been in touch, can contact businessdevelopment@pkc.gov.uk for support and advice. 

Road closures 

The specialist demolition contractor is anticipating creating safe access for SGN by close of play Wednesday so that gas disconnection can take place. Following that disconnection partial vehicular access will be reinstated to the outer cordon, including to Scott Street car park from Kinnoull Street. Part of Scott Street car park will remain closed off for plant/vehicles, but the majority of the car park will be available. 

While South Street above the closed junction (between Scott Street and South Methven Street) will remain closed to traffic as there is no safe way of getting vehicles back out safely, options are being explored to support access to King Edward Street from the other end of South Street, with further updates on this expected later in the week.
