Purpose

This briefing note advises Members on preparations for Storm Floris, which is due to hit Perth and Kinross on Monday, 4 August.

Briefing Information

The Met Office has upgraded the weather warning for Storm Floris to Amber,  indicating a strong likelihood of disruption caused by high winds with potential damage to buildings, road closures and power cuts.

The Amber weather warning is in place from 10am to 10pm, with gusts of between 50mph and 70mph expected. Winds could reach as high as 80 to 90mph in exposed areas.

A yellow weather warning for high winds also remains in place for Monday. This runs from 6am to midnight.

Current forecasts suggest Scotland will experience its highest ever wind speeds for  August.

The storm may be accompanied by heavy rainfall in some areas. This is mostly expected to the west of Perth city. There are no plans to close flood gates in Perth as the water flow remains at 50 cumecs, well below the level required for closure. However, monitoring will continue as the storm progresses.

Police Scotland has said people should plan ahead and avoid unnecessary travel.

Those who must drive are urged to take extra caution.

All Council services are expected to operate as normal on Monday.  Perth and Kinross Council staff who can work from home tomorrow are being advised to do so.

Roads crews and contractors are on stand-by to assist in clearing fallen trees from roads on Monday when necessary and if it is safe for them to do so.

Our Community Support and Enforcement Team has a full complement of staff on tomorrow to respond to any incident and all Community Resilience Groups have been informed.

Reigart, who are carrying out the demolition of the fire-damaged building in Scott Street has also been advised of the storm.

Tayside Contracts will also be asked to ensure all road signs out in Perth city centre are properly weighed down.

SSEN has contacted its customers to advise them of the likely impact of Storm Floris and to make appropriate preparations.

An Incident Management Team met on Sunday afternoon and will meet again on Monday morning.
