Purpose

To update elected members on the impact of heavy rainfall leading to localised flooding in parts of Perth and Kinross

Briefing information

Update 1 - 12 noon

Heavy rain conditions have continued overnight.

Roads currently closed due to flooding:

  • A93 Perth to Blairgowrie at Cargill
  • A913 Aberargie to Newburgh, west of Abernethy
  • B954 Alyth to Meigle at Crathie Bridge
  • C423 Aberbothrie at Bardmony Bridge
  • Burnside, Scone

Passable with care:

  • B953 Forgandenny to Forteviot
  • A926 Blairgowrie to Alyth, between the Thorn and New Alyth
  • A926 Rattray High Street, at Honeyberry Drive
  • A984 Bendochy to Dunkeld, between the A923 and A93 at Easter Banchory
  • A984 Bendochy to Dunkeld, between the A93 and the B947 Lethendy at Little Fardie

Many other roads are also affected by standing water and we are continuing to urge motorists to travel only where necessary, take extra care and drive to prevailing conditions.

Local burns and rivers are being monitored and crews have been out since early this morning clearing hakes (trash screens) in various locations and this will continue throughout the day.

We are arranging for Tayside Contracts to deliver sandbags to Back Row, Herdsman Close and High Street in Rattray as the Rattray Burn has overtopped and water is running onto the road near the Parkhill culvert.

The main areas we are focussing on at present are around the Craigie Burn and Rattray Burn. The hakes at Necessity Brae will also be checked.  We have had a report of flooding in a business at Bridgend and the water build up is being cleared, although water has entered the property.  We will be carrying out checks in the Kinross area. No reports of significant issues in Crieff or Comrie have been received to date.

We have crews on standby and will do our best to help if properties are at imminent risk of flooding. Members of the public are being advised to call 01738 476476 if in an emergency and to call back later if they are unable to get through straight away. Updates have been posted on social media this morning and will continue during the day. Residents are being signposted to information on the flooding pages of the Council's website and to SEPA's regularly updated flood warnings (opens new window).

Officers will be meeting again at 1pm today and we will provide further updates as information is received.

Update 2 - 4.45pm

  • A923 Atholl Street at Atholl Gardens, Dunkeld
  • A926 Blairgowrie to Alyth, between the Thorn and New Alyth

  • A984 Bendochy to Dunkeld, between theA923 and A93 at Easter Banchory

We have responded to requests for sandbags in Rattray (Back Row, Herdsman Close and High Street), Scone, Perth and other locations around the Council area. Members of the public are being advised to call 01738 476476 if in an emergency and to call back later if they are unable to get through straight away.

Due to the A913 closure, two buses of Perth High pupils due to return home to Abernethy went back to the school while work continues to clear and reopen the road. [Note pupils were taken home later that afternoon by Stagecoach bus after roads teams advised that the road could be accessed by a bus.]

Officers met again at 1pm and 4pm today, and with the forecast for the rain to move northwards and away from Perth and Kinross, we will be operating our normal standby arrangements over the weekend.
