Subject: Vehicle Activated Signs Programme 2022-23

Purpose
The purpose of this briefing note is to provide an update to Elected Members on the Vehicle Activated Sign (VAS) programme for 2022-23.
Briefing information
Elected Members may be aware that the Traffic & Network team were provided with additional funding (£300,000) for the erection of Vehicle Activated Signs (VAS) for 2022-23. These works had been rephased from previous financial years due to limited staff resources and other competing priorities. This year the Road Safety team have been working on delivering the 58 priority VASs. The sites have been identified and prioritised based upon the agreed Road Safety Assessment Criteria and the 58 locations are shown in the table below.
The tender for the supply and installation of all 58 VAS was published in August 2022 and the team received 6 bids from approved suppliers. However, for various reasons it became necessary to terminate the process and to restart it again.
The tender was readvertised recently and is due to close before the Christmas break. It is anticipated that the contract will be awarded in late January 2023, with installation anticipated to commence in April/May 2023.
Shortly, consultation drawings will be sent out to Elected Members, Community Councils and local communities to discuss proposed locations of the VAS.
It is anticipated that consultation drawings will be issued by late November/early December 2022 with agreements on locations in January 2023. We will then work with our contractors to programme the works. The programme of works will depend on any adverse weather conditions in February/March 2023.
Provisional timeline
- Consultation to agree locations - November to December 2022
- VAS tendering process - November to December 2022
- VAS contract award - January 2023
- Civil installation works - February to March 2023
- VAS sign installation and commissioning - April 2023 onwards
The provision timeline may be subject to change depending on adverse weather conditions.
