Elected Member Briefing Note 2024, No. 93

About this Briefing Note

Report by: Stefan Morkis, Team Leader, Communications

Date: 11 October 2024

Subject: Pay award/Industrial action

Responsible Officer: Fiona Thomson, HR Manager

Purpose

Details

This Briefing Note provides Elected Members with information regarding the pay award rejected by UNISON, which has led to the trade union calling non-teaching staff in schools in Perth and Kinross out on strike from October 21 to November 1 inclusive.

Briefing Information

UNISON members rejected a pay offer from COSLA of 67p an hour or 3.6%, whichever is higher.

The £0.67 increase per hour is being applied up to Scale Point 55 - just into TAS7 (most TAS7 staff, other than those new in post, will probably be higher in the band).

The majority of employees who will be involved in the action sit across TAS4 and TAS5 with fewer posts in higher grades e.g. Senior Early Childhood Practitioners and Business Managers.

Therefore the majority of staff will receive an increase of between 4.14% and 4.93%. When GE3 staff are included the range expands to between 4.14% and 5.99%.

In terms of a comparison with the teacher's award, the £0.67 increase is 4.29% at Scale Point 42 (TAS5) and at Scale Point 43 (TAS5) it is an increase of 4.21%.

Therefore those from Scale Point 43 upwards will be in receipt of a percentage award lower than that for teaching staff.

COSLA has published an open letter to staff regarding the pay offer and its implementation. It can be read on COSLA's website.
